Upgrades can sometimes increase the power of a piece and sometimes even its extras. The worth of these upgrades is determined by their tiers, requirements, and the amount of random augmentations applied.
The racial Shield elite Razortail, for example, is usually upgraded to improve its lightning absorption capability in PvP and/or add additional defenses to missile-based designs in the PvM. This makes it more marketable than the perfect non-upgraded version.
Reroll Tokens

Some items benefit from being upgraded not so much for their improved stats, but more for the fact that it allows players to gain the most value from a flawless roll on the item. A perfect-rolled 200/6 500 armor set piece, for example is highly sought-after by melee PvP communities and could be worth 20-50 times the value of an unupp'd counterpart.
